Why does the Import Submission action not show up after an archive is removed in Vault?

Answer:

When an archive is removed from a submission and a user is trying to reimport it, the Import Submission action might not show up, as the Dossier Status is blank after the archive is removed.

In order to fix this, the following steps should be done:

1. On a Submission, set Enable Continuous Publishing (ECP) to Yes.
2. Wait for it to complete, and set ECP to No.
3. Use the Remove action.
4. The Import Submission action should appear.
