A Data Change Request (DCR) is sent for a Healthcare Professional (HCP) profile with an incorrect State value in the Address section. The Data Steward inactivated the Address and added a new one with the correct State. The system rejected the Change Request with a validation note saying the Data Steward was trying to add a duplicate record, then asked to add an address. Why is the modification for State not visible in the Change Request?
The Data Steward is trying to add the same, previously inactivated address in the Data Change Request as a new request. As a result, the second address becomes rejected on the DCR. The Inactive address has to be Activated, and the Change Request is able to get Processed. Furthermore, be aware that Address comparison or matching rules do not take AdminArea into consideration. The fields used by the comparison or matching rules for Address are: Address Line 1, Locality, Country, and Postal Code. The same applies for unverified Addresses as well.
