Question:

Why does the Vault, that is enabled the CLM function, not have staged a CRM Content Lifecycle state?

Answer:

By design, for new 17R1+ Vaults or versions of General Release Vaults that have CLM or Engage enabled after 17R1 released, there is no Staged CRM Content Lifecycle State.

From Vault V15,  the CLM and Engage content under the Non-Steady State is automatically pushed to the Content Delivery Network (CDN). This means in CRM Orgs with a Non-Steady State, CLM content is available to view even if the content is in a Draft state in Vault. In this case, moving content in Vault from a Draft to a Staged state does not actually do anything.
