A Customer has New Account Wizard enable. Despite the feature is active, clicking on Edit Account and then the Save & New button re-directs to the Standard Salesforce.com (SFDC) New Account page:

This is an SFDC expected behavior, Save & New button is visible if the user has Create permission on the related object. There is an Enhancement Request on Salesforce side to have an option to remove the button.
