Overview:
The Action header is not visible for the user on the Cycle Plan Target related list.
Root Cause:
The user does not have Delete OLS on the Cycle_Plan_Target_vod__c object.
It is currently not possible to display the Action header with Edit OLS only.
Solution:
Grant Delete OLS to the user on the Cycle_Plan_Target_vod__c object.
