The End user has Insufficient Privileges Salesforce standard error page after clicking Add Account in an outside territory account.
The account is created and needs to be assigned to the user territory.
Check if the user territory is added or updated correctly in the Account Territory Loader table. The Territory Specific Field (TSF) stores the territory label.
Be sure that the same label name is not used on multiple territories. That can cause the territory align process to assign the account to a random territory.
