When the user opens the New Account Wizard, certain Address fields appear as Editable fields, even though only Required fields should do so:

This is working as designed. If any of the following fields are on the Address Page Layout, they are displayed as Editable on the Wizards, despite being set to Read Only:
These fields ignore the Page Layout settings (Required or Read Only), since they are usually required for Call-related functionalities.
