Custom Account views are not reflecting the same amount of Accounts Offline compared to Online, when using multi-select picklist values in the filter criteria.
Using multi-select picklist fields for the filter criteria is currently only supported for Online.
The workaround is to separate each value in separate search criteria for the Account view.
