How to allow Edit Access to the Account record on Online CRM for a user and remove Edit access from Win Modern or iRep? 

Answer:

It is not possible to do this. 

Veeva currently, does not have a special page layout specific for the Offline devices (Win Modern or iRep). The page layout controlled Online is automatically respected for Offline devices.
