There are a couple of ways to send notifications to individuals or groups in vault.

• Configure a Notification Step in a workflow
• Use a Lifecycle state Entry Action to send a notification whenever a document enters a specific state

The business process determines which option to use. Setting up a notification Entry action might be the most relevant option here. Set it up so that the notification is always sent when the document enters the state or set up specific conditions (based on a document field) under which the notification is sent.
