Question:

Is it possible for a document role to have the ability to Change Owner, but not have the ability to edit Sharing Settings for any other role in Vault?

Answer:

It is not possible to be able to change the owner of a document without being granted permissions to Edit Sharing Settings for other roles. Granting a user either the Change Owner or Change Coordinator permissions grants the user permissions to the Edit Sharing Settings.
