Question:

Why can managers without an assigned Cycle Plan see a Cycle on the Plan Home Page Tile in CRM Offline? 

Answer:

The Cycle Plan Home Page Tile does not support Manager roles. If the user does not have an assigned Cycle Plan, CRM Offline looks for the cycle plans of user subordinates, sorts them alphabetically, and displays the first one.
