Question:

Why a user, who has proper permissions, cannot delete a linked document in PromoMats?

Answer:

This occurs because an annotation is linked to the same target document.

A user with Edit Relationships and View Content permission cannot delete a linked document by clicking the delete icon in the Linked Documents area.
