This configuration is not supported and is regarded as a misconfiguration. It can cause unexpected behavior across platforms. The Opt-Out Disclaimer Text needs to be populated.

In the event the Opt-Out Disclaimer Text is not required, the field needs to be removed from the page layout of the Consent Type record to ensure the expected behavior.
