Answer:

The latest imported submission (which means it has the latest created submission metadata record) is the default Submission.

Example:

The 0002 submission, in the example below, is the latest imported submission in the Japan Application. Japan Application is selected in the APPLICATION SELECTOR. The default submission is 0002.
