Answer:
No, the warning is only an indication that the end-user reached the limit specified in the Approved Email Settings. There is no restriction in sending Approved Emails to a particular Account.
The limit is only applicable to sending emails to an Account. User-based limits cannot be set.
The functionality is governed by the following Approved Email Custom Settings:
