Why a Portal Experience User is unable to see Portal tab and Portal Library tab in Vault?

Answer:

Users who are marked as Portal Experience User in the user profile only have access to Portal and the Portal content, which is the Portal Experience view. It has different viewing behavior than the normal Vault view and does not include tabs.
