Question:

A user is trying to change the state of a document from the document's action menu. Why does this error message appear: The document must meet the following criteria for the workflow to continue: Content has been uploaded?

Answer:

There is an Entry Criteria configured to validate that the document has content loaded before it is moved to that particular state. The error message appears when there is no source content available on the document and the (below) Entry Criteria is configured on the state of the document in which that action is trying to move the document to. 

Entry Criteria: Always validate that content is uploaded. 

Navigate to: Admin --> Configuration --> Document Lifecycles --> [Document Lifeycles Label] --> States --> [State Document is trying to move into] --> Entry Criteria.
