Question:

Why does this error message populate while trying to perform a bulk state change update on records that have more than the maximum number (1000) of records?

Answer:

This is a product limitation that applies to bulk updates on records in Vault. This 1000 message is a hard limit in Vault for state changes. This error message can be avoided by updating the related object records in different sections rather than trying to cascade down a state change impacting multiple related object records at once.
