During an active workflow, how does the Create Draft action function for Legacy Workflow in Vault?

Answer:

When a User performs Create Draft during an active workflow, the workflow does not respect that draft as the latest version of the document. 

Example:

If a workflow is started on a document at v0.1 and Create Draft is used (v0.2) the workflow stays tied to v0.1.
