Why are users unable to tag, a.k.a. @-mention users when using Vault Collaborative Authoring, despite the target users having access to the document, and despite them being authors or contributors?

Answer:

During Collaborative Authoring sessions, users are only able to tag, a.k.a. @-mention users who have already accessed the document.
