How to configure Network to not Create DCRs

Hi,
We are working on a multi-phased implementation. We want to first implement the sync between VNW and VCRM. It will be a while before the sales teams come on board and will not be needing DCRs for several months.
What are the settings in VCRM and VNW to implement this type of configuration?

NETWORK_CUSTOMER_MASTER_MODE_vod
DATA_CHANGE_REQUEST_MODE_vod
set these settings to 0 and this will in effect not allow CRM users to create DCRs or send them to NWK
