Target Subscription: Is there a possibility of a partial zip file?

When a system is connecting to the Veeva Network SFTP server to download a zip file, is there a chance that it might read a file that is still being created or are files only put on the server once they are complete?

Hi Sam,
The files generated from a target subscription on the FTP should be full files.
