At the moment if multiple users have access to the same Suggestion, everyone can take action to execute the record.

My customer would like to have the ability of sharing Suggestions with some of the users in read-only mode. In this scenario, meanwhile one Rep is able to take action, the other Reps would just see the record, but they would not be able to create a call, send an email, etc.
