Overview:
Error: Connection timed out after Initializing TLS - appears when connecting to an FTP site using Vault.
Root Cause:
The Internet Service Provider (ISP) does not allow for FTPS (FTP over TLS) connections.
Solution:
Contact the local ISP to see if FTPS connections are permitted. Otherwise, use a different network that allows for FTPS connections.
