However, after logging in, a user finds that the Default Search Tab displays All Documents. Why does the Default Search Tab display All Documents?

The user does not have view permission for the tab that is set in the Default Search Tab option. The admin needs to navigate to Admin --> Users & Groups --> Permission Sets --> [Permission Set] --> Tabs to determine if the user has view permission for the corresponding tab.
