Answer:
This error occurs during the Approval process when the user that is completing a task that requires a manifested eSignature, does not have a Security Profile with a Permission Set enabled to provide e-signatures.
The End-user can request an internal Administrator a Security Profile update where the eSignature option is enabled.
Administrators can enable the eSignature option in a Security Profile Permission Set under Application>Workflow.
