Question:

Why are site users not able to download closeout PDFs in Clinical Data?

Answer:

If the user generating the closeout PDF has Restricted Data Access for the study in question, or if the study contains restricted data, then the user attempting to download and accept/reject will also require the Restricted Data Access permission for that particular study.
