When Vault action Generate Document From Document Template is performed, document creation is done by the system and not through the UI. In this scenario, because a user is not creating a document through the UI the Field Dependencies are not applied.
When the Field Dependencies are not applied, required fields can have no value upon creation and when a document changes states. Field Dependencies will only then be applied if any edits to the document's metadata are done in the UI.
