Answer:

By design, Do Not Retrain field on the Training Requirement is only applicable in the case that the Latest Training Assignment is in the Completed state.

If the Latest Training Assignment is not in the Completed state, a new Training Assignment will be assigned even if the Do Not Retrain value is Yes on the Training Requirement record.
