The Manager UI top level displays the total number of targets on the MC Cycle Plan for that territory:
The Territory Detail page then displays the targets as those that have Account Territory Models on that Territory:
Possible root cause:
The numbers differ because the MC Cycle Plan Targets on the MC Cycle Plan don't have matching Account Territory Model records on the Territory Model.
