Is there a way to extract how many times  a document is downloaded and viewed inside a Portal?

Answer:

Users can create a report on the Document Usage object to extract the information.
 
Here are the detailed steps.

1. Admins navigate to Admin --> Configuration --> Report Types and newly create a report type with the Document Usage object.
   
   
   
   
2. Users navigate to the Report tab and create a report by selecting the Document Usage report type.
3. Add filter Channel equals Portal and necessary columns such as Activity Type, Document, Document Usage Count and so on.
   
   
   
   
4.  Run and save the report.
