It is Working as Designed. The Person Account History creation details can depend on the speed of the Network response:

• If Network response speed is fast, then the User is set as Network Integration User
• If the Network response is delayed, then before Data Change Request (DCR) approval, the User submitting the changes to the account is selected as the owner of the record
