Question:

When clicking the Smart Linking for viewing Survey Target record, it directly navigates to the Survey Target page in Edit mode in CRM for iPad. However, it navigates to the Survey Target Detail page in CRM Win Modern. Why is there a difference?

This is the expected behavior currently. There is a navigational difference between these two platforms for Surveys.
