This is the expected behaviour to avoid data issues.

Targeting Rules consisting of Targeting Rule Channels and optionally Targeting Rule Products are not imported into a Modeling Project. The reason for this scenario is that the MC Cycle Cloning functionality is supposed to be used to manage MC Cycle related data, including Targeting Rules.
