Overview:
The error "FAILURE - responseStatus: FAILURE: UNEXPECTED_ERROR: Operation not allowed (This OpenData relationship cannot be changed. Please create a new relationship.)" is occurring on a Data Change Request (DCR) submitted from CRM.
Root Cause:
This error happens during the outbound DCR process when a user attempts to change the parent account of a Child Account record. The error occurs because the user is attempting to change the parent of an OpenData-owned affiliation to a locally-managed HCO.
Solution:
The DCR should be canceled after this error occurs.
