Yes, users are able to capture consent for a Channel Value even if it is already opted in for an Account. Consent Capture ensures all Opt-In records are expired accordingly when an Opt-Out record is captured.
Creating several Opt-In records for the same Channel Value would not cause any discrepancy or malfunctioning, in fact, it can be beneficial:
If Consent Durations are configured in an org and an HCP's Opt-In consent record is expiring soon, users can recapture consent, despite another Opt-In record existing for the Account. The Opt-In record generated will have the Opt_Expiration_Date_vod__c field set with a new, later date.
